These racing clips bolt on to your pedals, and allow the use of a toe strap.
MKS (Mikashima) make all of the pedals and toe clips used in pro keirin track racing in Japan.
These are NJS approved, and used by pro Keirin racers.

Shoe size, US8.5 and under, choose S or SS.
US8.5-10, choose M.
US10-12, choose L.
US12 and up, choose LL.
